In general, "no". It depends upon the current threat. The U.S. must employ prescribed tools of influence to prevent governments hostile to the U.S. from possessing a weapon of mass destruction. They include: Diplomacy - Information - Military - Economic Policy with an emphasis on diplomacy, information and economic policy Question 2. It depends. Where conflict is existential to our allies and/or NATO, the U.S. must intervene. Otherwise, use military as least preferred method.
